Abstract

It is through a famous figure, the Emir Abdelkader ( 1808-1883); an algerian politician and military chief who resisted the french colonialism and was exiled in Damascus from 1853, and through an iconic place, his palace in Damascus, that the documentary deals with the development and the management of cities. The Emir Abdelkader is known in Damascus for his humanism, his tolerance ( he protected the christians and the Europeans of Damascus against the 1860 druze and muslim assaults) and for his contribution to the culture of the community and urban life. His palace was renovated with the support of the EU and was chosen by the latter as a head office for its activities in the field of city planning; a programme supported by the EU. The frst results of this programme are visible in the old city of Damascus regarded as the oldest capital in the world.
