Abstract

The Union for the Mediterranean is one of the main projects of Nicolas Sarkozy. The French President wants to bring the two shores of the Mediterranean into a zone of peace. All the countries bordering the Mediterranean are concerned by the Union, as well as Portugal, Jordan and Mauritania.

The first summit of the Union for the Mediterranean has come to an end at the Pharo Palace in Marseille. It brought together all 27 Foreign Ministers from the European Union and their counterparts from 16 countries of the southern Mediterranean. The French president, Nicolas Sarkozy, announced that the Union's headquarters would be in Barcelona and that France and Egypt would share the chairmanship. His advisor, Henri Guaino, one of the architects of this Union, said the northern countries of the Mediterranean have everything to gain by the region being a place of peaceful cooperation, stability and prosperity. The Union is the best way of avoiding the flow of migrant workers, the import of terrorism, ecological and human catastrophes. For Michel Vauzelle, chairman of the local regional council, it is a bonus for Provence and the Cote d'Azur since the new Committee of Euro-Mediterranean Regions will mean European aid for his region's projects.

- At the time of his election campaign, Nicolas Sarkozy proposes for the first time the idea of a Mediterranean Union.

- His ambition: to join the 2 banks of the Mediterranean sea and make it a peaceful and prosperous area.

- The initiative is formalised in Rome with Romano Prodi and his Spanish counterpart, it is then baptised Union of the Mediterranean.

- This call, Rome call, will be realised on July the 13th in Paris with a summit of heads of State.

- The initial project is reserved only to bordering countries of the Mediterranean, plus Jordan, Mauritania and Portugal.

- A voluntary participation to consensual projects, as water's, environment's or energy's,

- for instance the clean-up of Mediterranean sea, all funded one by one by European Union and private funds.

- Discontentment of some European countries and overall Germany in front of the solitary move of French president.

- Angela Merkel gets a compromise in Hanover, the project takes then its definitive name, it will be the Union for the Mediterranean and all European Union States will be associated.

- This project is no more the same, we wonder today with who we have to negociate. Is it with Paris? Or with Brussels?

- Algeria along with many Arabic countries are indeed suspicious of the chance that northern countries dominate southern countries.

- Other worry: the summit to be an excuse to normalise their relations with Israel, present in Paris.

- The absentee, Colonel Gaddafi, rejects the whole project of Nicolas Sarkozy.

- The Union for the Mediterranean is an affront made to southern countries. We are neither famished nor dogs for them to throw us bones.

- Despite reluctance all countries from the north and the south are finally represented in Paris.

- A summit that should confirm the choice of the 2 future presidents of the Union for the Mediterranean, France for the north and Egyptian President Mubarak for the south.
