Abstract

During the 1990's, Morocco strengthened its opening-up policy by releasing a number of political prisoners, closing secret prisons and granting amnesty to exiles. Moreover, human rights institutions were created, mainly the Advisory Council for human rights. His Majesty the King Mohamed VI also created the Equity and Reconciliation body for collective damage reparation. With the assistance of the European Union, the Advisory Council for human rights created development projects in areas affected during the repressive years, as the region of Tinghir.
